Subject: Excel Version of Issues List

As promised, I have written an XSLT to convert the XML version of the
issues list to an Excel spreadsheet for those that prefer a spreadsheet
format.
I didn't convert the example code from the XML version because I haven't
been able to find a way for Excel to present preformatted text.
