We agreed in Manhattan that UBL *would* use ATG2 NDR for the uDT
schema module. From the minutes:
AGREED that in the interests of convergence we will stand by
our decision to import the ATG2 UDT, despite the fact that we
believe it to be the wrong approach to code list management,
and will document the negative consequences of adopting the
ATG2 UDT schema for the information of users.
