Updated code list case study for CIQ

Hi all!

I've just updated the code list deployment case study written for CIQ:

   http://www.oasis-open.org/committees/document.php?document_id=24560

This version of the case study has the latest UMCLVV files and the 
updated prototypical CIQ-Metadata-0.8.xsl files for people to mimic 
in their work.

People considering using the UBL Methodology for Code List and Value 
Validation for any XML vocabulary should find this document useful in 
outlining the kinds of decisions that need to be made and the 
processes to put into place.
