Revised 2008 UBL work schedule

Hello UBL TC,

Here's a revised work schedule that includes the changes we
decided on last week.  Please review, especially the rows for the
Customization Guidelines and the 2.0 NDR.

As usual, the file must be renamed with a .zip extension, and it
includes both ODF and Excel versions of the spreadsheet.
