2.1 Documentation issue:

AGREED that we should reference Section 4 of the Guidelines for

Customization in the 2.1 doc, but it's more complicated than

that.

The crux of the matter is that any 2.x version of UBL is a

proper subset of any later 2.y version of UBL and thus (from a

mechanical point of view) a "customization" of the later

version.  In other words, a 2.x installation will require the

extended processing model described in the GC when receiving

2.y instances, just as a subset customization would.  So the

existing annex on simple two-pass validation continues to apply

to homogeneous environments, but we should add material to make

users of 2.1 aware that they will need the extended process

described in the GC when 2.2 comes out.  This should be written

in a way that informs 2.0 users as well in case any look to the

2.1 doc for guidance in processing 2.1 instances.

(We will start noting adds to the 2.1 doc by including the

label "2.1 Documentation issue" in meeting minutes.)
