Draft 3 of SGTG schema generation strategy document

The latest draft of the schema generation strategy document and 
demonstration test ZIP file with running artefacts has been posted here:

After review from some UBL members, it looks like this might be the 
final strategy document and the normative artefacts to use for the 
common schema fragments, not including the aggregate and basic 
component fragments being created by the PSC and TSC committees.

This draft of the strategy uses an XSD import tree with no massaged 
or modified UN/CEFACT schema fragments (unlike the most recent 
draft).  Many thanks to Fulya and Stephen for reviewing the latest 
approach for its viability.

The test ZIP file demonstrates all of the UBL 2.1 common artefacts 
working with the UBL 2.0 document schemas and aggregate and basic 
component schemas.  I think these are ready to use in any test 
distributions of UBL 2.1 schemas in order to confirm the strategy is viable.

Instructions are included for creating the next test distribution of 
UBL 2.1 schemas.
