Latest SGTG package for UBL 2.1 distribution ready

Fellow UBL TC members,

Please find the latest package of SGTG schemas that Jon needs for 
packaging in the UBL 2.1 PRD1 release here:

Please let me know ASAP if you can find any fault with these that 
prevents going to PRD1.  Otherwise, please comment formally as part 
of the public review.
