UBL 2.1 MODELING ISSUES

    ACTION (3/1): TM to investigate whether we can formalize JB's
    suggestion to create a script or even just a manually applied
    formula to the ASBIE definitions and report findings.

    This has been identified as a PRD3 issue but still needs to be
    tracked.  Note that this is not the only aspect of the definitions
    that needs attention.
