And I see the following rule matches the URI strings that I have been finding:

  [R 166] The namespace names for code list schema holding specification
          status MUST be of the form:

          urn:un:unece:uncefact:codelist:standard:<Code List. Agency
          Identifier|Code List Agency Name Text>:<Code List Identification.
          Identifier|Code List Name Text>:<Code List Version Identifier>
