In the QualificationApplicationResponse we have the role of the EO in two different places: at the root of the document (TendererRoleCode) and inside the EconomicOperator.

I think this comes from the fact that at the very begining we were trying to reuse Party and thus avoiding to create a new ABIE EconomicOperatorParty.

I suggest removing the TendererRoleCode from the QAResponse root.
