I notice that in  the earliest version cac:IssuingParty, inside cac:Evidence is still there.

If I am not wrong we made the decision of eliminating it, as no one is using Evidence for the time being, and the cac:DocumentReference, inside Evidence, already aggregates a cac:IssuerParty component.
