Everyone, 

Based on our discussions on Behavioral Metadata in the last two UIMA TC
telecons, I've written up (with Dave's help) a document that attempts to
clarify the issues and presents a proposal for how the UIMA Specification
could address Behavioral Metadata.  I look forward to discussing it
on Friday.
