Attached is my revision, merged with Robbie and Jo's inputs. I have
replaced the "append" how-value with union everywhere and addressed
Mr. Endo's issues with fully qualified names in the cascade case. I
have relaxed the restriction on "id" attribute uniqueness to only
cover <part> elements. We should plan to address other elements in
the next version.
According to the OASIS TC procedures and policies the next step is to
approve the Draft as a Committee Draft. This requires a full majority
vote of the TC.
What does your schedules look like between now and the holiday? Could
we fit in a phone conference before the New Year?
