administrative test (JPEG file attachment)

Just a test of the archiver (MHonArc), given the statement of
Dennis Hamilton [1] that
"The UOML-X-comment list did not accept the .png attachment".

Maybe JPEGs are allowed... need to have this investigated by
OASIS sysadmin. No reason I know of to discriminate against
any common MIME/Media types for images.
