TC Closure

The Unstructured Operations Markup Language (UOML) TC voted
to change its IPR mode from RAND to RF on RAND terms, resulting in the creation
of a new TC: Unstructured Operations Markup Language Extended (UOML-X) TC. The
current work products have been contributed to the new Committee, where work
