Re: [ws-caf] Issue 16

Well... the current BP does not address standalone schema compliance.  Only
schema usage from WSDL (ex. how wsdls should import schemas, or how to
reference schema types from wsdl).  So issue 16 shouldn't include anything
for schema, just WSDL.
