During today's TC conference call, the TC agreed to correct the minutes of Jan 06th call.
The minutes have been corrected (attached) to state the following.
On the discussion on issues 52 and 56, prepend "It was suggested that" to "These should be handled in high level specs".
An explanation of the TC position is expected shortly.

why the issues should be handled in the high level specs.
