RE: [ws-rx-chair] Change status to voting member

Hi Duane,

This is one of the tricky parts of OASIS process, which (in my own
words) says that a member becomes *eligible* to be a voting member after
attending 2 calls but the voting membership status kicks in after the
close of 3rd meeting. 

So in essence you will become a voting member on 7/21 at 2:30 Pacific
time.
