Some issues have no proposal so far ...

It is a great to see that the TC has now adopted a best practice to
include a proposal as part of submitting a new issue. However some of
the earlier issues are sitting there without any clear proposal. Please
review these issues and try to proose a resolution(s) before the Sep
21/22 F2F.
