Summary of the Impl SubCommittee guidelines.

1. The Impl SC will work by email.
2. The deliverables will be:
    a) an updated interoperability scenario document + associated 
schemas, xml, etc
    b) members will host endpoints for testing
3. The Implementation SC will bring the documents for review and 
acceptance by the main TC
4. The Implementation SC will attempt to track Committee Drafts but this 
is not mandated
5. The Interop document deliverable will be published within two weeks 
after the publication of a Committee Specification
6. The Endpoints will be available for testing within within two weeks 
after the publication of a Committee Specification
7. The Endpoint testing will be complete within 8 weeks after the 
publication of a Committee Specification
8. The Impl SC and TC will use all reasonable means available to 
publicise the endpoint testing and encourage widespread testing.
