Folks, 

On the last week's (7/28) conf-call, the group attempted to decide upon a cut-off time for closing the list of resolved issues that will be addressed by the PR drafts. We deliberated upon two choices (end of the conf-call on 7/27 or 8/3) and unfortunately ended up choosing neither, although I don't think it was anybody's intention to leave the matter undecided.

I propose that we consider the end of the 8/3 conf-call as the cut-off time for closing the list of resolved issues that will be addressed by the PR drafts. Any objections?

Given that the editors have graciously agreed to produce an editors draft before 8/3 conf-call and given that there are not that many open issues (just one as of now), I propose the following schedule

End of 8/3 conf-call: Cut-off time for resolved issues that will go into the PR

8/4 - Editors produce a candidate PR draft (version 1). TC review begins

8/10 conf-call: TC review of PR candidate draft (version 1) ends. Disposition of the received comments is decided on the conf-call

8/11 - Editors produce a new PR candidate draft (version 2)

8/17 conf-call: Ballots are conducted on the conf-call to decide whether the PR candidate draft version 2 should be submitted for public review.
