RE: [ws-rx] Preliminary Minutes of wsrx 7/27 teleconf

The new accepted issues from this meeting should have been recorded as
issue 151 and 152 respectively. Somehow they got reported back before
last week's call as 146 and 147. They are going into the issue list as
151 and 152 as those are the next available numbers. I will update last
week's minutes again as well to correct the issue numbers there.
