Namespace change

Based on a suggestion from one of the TC members (and you know who you are ;-) but I'll protect you from the arrows in case people throw a fit) the monkeys agreed to change the namespace of the specs to be 2006/08 to line up with the start of the public review.
Current docs reflect this change.
