Description:

The spec is inconsistent in its use of quotes for values of elements and
attributes. In some cases it use a single quote such as ‘PT0S’ to
state a potential value for Expires on line 359. In other cases double quotes
as in stating the possible values of IncompleteSequenceBehavior on lines 368,
371 and 373.
