Meeting minutes from the 10/22 conference call.

Revised to include decisions of the spec editors subgroup.  On 10/22 the spec editors decided that the text around multi-start is just explanatory and does not make any normative changes, therefore no issue will be required. 

Yaron will submit an issue suggesting the use of "initiate='multistart'" for multistart activities.
