issue 13 clarification

Hi,

Since we didn't have a call this week,
just wanted to be sure the clarification that Dieter suggested for issue
13 is in your work queue.  We reviewed it on the call last week and
there were no objections to treating it as an editiorial change to be sent
directly to you all.
