MOWS Requirements update for editors

Hi,
Thanks to those who attended the editors call today. We finished
categorizing and duplicating this set of requirements except for A.
Editors: I took a stab at H, I, and J so please review these.
Next week we'll tackle the (A) requirements. These need further
categorization.
