Here are the updates discussed in the face to face meeting today. 
Proposals 1a, 1b, and 3 were formally proposed and accepted by the TC. 
Proposal 2, adding the msgCatalogInformation element, was not formally
proposed but is provided for reference purposes to discuss with your
respective internationalization experts. This proposal, or a derived
variant, will be proposed at a later WSDM meeting.
