[wsia] Use case categories and draft of first example

Folks -- attached is a proposed set of categories for the WSIA use cases,
and a preliminary example of a use case in the Customized category, derived
over the past couple of weeks from the scenarios.  We'll review these
during Friday's telecon at noon eastern, and discuss how to move forward
into the next level of detail.
