Description:
Most stacks have cookie 
support off by default. A producer that does not require initCookie to be called 
can still benefit from the use of transport level session tracking (as an 
optimization).
Resolution:
HTTP/HTTP SOAP based consumers SHOULD always 
enable cookie based session tracking if their stacks support 
it.
