[wsrp-wsia] Attendence at WSRP TC calls and F2F meetings

Dear WSRP TC Members,

recently, we were not always able to achieve quorum in the TC calls. Please
make sure to attend the calls regularly or if you can't attend for a
certain period of time (e.g. because of vacation, illness, other
obligations) take a leave of absence.

If you forsee that you can't regularly attend the TC calls and F2F
meetings, you might consider observer membership instead of voting
membership; observers can attend meetings as they see fit and aren't
required to attend all meetings regularly.
