Public Comment: wsrp_requiresRewrite in ConsumerRewrite URL not needed

Section 10.2.1.1.3 states:
When a portlet URL specifies "resource" for the wsrp-urlType portlet URL 
parameter, the wsrp-requiresRewrite portlet URL parameter and at least 
one of the wsrp-url and wsrp-resourceID portlet URL parameters MUST also 
be specified.

Doesn't  wsrp-requiresRewrite only have meaning for the wsrp-url case 
(i.e. when the resource is requested via http)?  In the in-protocol 
case, the response carries the description of whether rewriting is needed.
