[wsrp] Public review comment: Coordination of session state

While the public review draft has a
mechanism for Consumer-mediated coordination of offered portions of portlet
navigational state, it is missing the equivalent for portlet session state.
As the two forms of portlet transient state, it seems odd to only be able
to coordinate one of them between portlets and would be an unnatural consideration
for whether a portlet would store a particular item in navigational or
session state.
