Re: [wsrp] RegistrationContext ordering incompat

This is a by-product of the factoring
we did now that the stacks support the schema extension construct. Personally,
this factoring is more valuable than maintaining the element order, especially
considering all the other changes that have been made.

In WSRP 1.0, registrationState appears after registrationHandle.

In WSRP 2.0, registrationState appears before registrationHandle. This

is due to the new RegistrationState type introduced in V2.

I suggest we fix this and keep the order the same.
