[wss] WSS-Core Draft

Here is the initial draft of  WSS-Core for review. Below is a high level
overview of  items that were done to achieve the initial draft:

(1) merged WS-Security and WS-Security Addendum
(2) merged the framework from WS-Security XML Token into WSS-Core
(3) removed specifics on Kerberos and X509 tokens from the Binary Security
Token section in WS-Security
