We are just waiting until we have an approved version and we'll insert the
date and the proper namespace (an issue brought up in the comments).  The
IPR is based on submissions of the documents by IBM, Microsoft and
Verisign.

The 9/20/02 draft core specification makes use of XML schema elements
from the http://schemas.xmlsoap.org/ws/2002/xx/utility schema. This is
used in some rather fundamental ways, for example, the ID Schema
element in section 4.2.

Can someone describe the IPR around the schema in this namespace.
