Here is an updated draft of WSS-Core with the following changes:

(1) Addressed majority of comments from Tim Moses (10/22), will ask for
clarifications on items not addressed
(2) Addressed majority of comments from Konstantin Beznosov (10/21), will
ask for clarifications on items not addressed
(3) Addressed majority of comments from Prateek Mishra (9/30), will ask for
clarifications on items not addressed
(4) Addressed majority of comments from Ronald Monzillo (9/30), will ask
for clarifications on items not addressed
