I'm not a lawyer, but it seems to me that the copyright notice contained
in the document does not grant sufficient rights. It grants the right to
"copy or display" which does not seem to include to right to
modify.

specification. The Web Services Security: Non-Repudiation proposal (WSNR)
defines a standard mechanism for voluntary non-repudiation of
receipt.
