[wss] Updated Interop Scenarios Question

It states in section 5.5.2.4 that the EncryptedKey element must contain a SecurityTokenReference pointing to the signing certificate. Is this correct? The previous Interop test message has the SecurityTokenReference pointing to the Certificate used to encrypt the secret key.
