ISSUE: Should the drafts state that the namespaces will change before full standardization

I was thinking that 
we should have an explicit comment in the spec stating that the namespaces are 
not final and that they will be changing soon. I only bring this up because we 
(those on the TC) know this, but nobody else will. I appologize for not raising 
this on this morning's call, but it just occurred to me over 
lunch.
