FW: WSS SAML Interop Scenarios

Attached is the first draft of the WSS SAML Interop Scenarios.

It contains 3 scenarios:

	1. sender-vouches: unsigned
	2. sender-vouches: signed
	3. holder-of-key: signed

The third scenario is currently incomplete and contains skeleton text only.
