seems to me that intention-wise the suggested text is close, but it's 
gammatically sub-optimal.

here's a friendly re-write...

   This OASIS specification is the result of significant new work by the
   WSS Technical Committeee and supersedes the input submission,
   Web Service Security (WS-Security) version 1.0 of April 5, 2002.
