WSS Templates - Strawman Organization

The attached is my first cut as one way to organize the WSS Templates into categories for easy reference and to organize our work.

I propose that the contents of each template be based on the format used for documenting the Interop scenarios, with suitable adjustments. For definitions of security services, I would borrow from the WS-I BSP WG Security Scenarios document.
