Action 2005-08-23-03: Issue 419

I took an action to ask a crypto expert to look at the contradiction in
Issue 419. I asked such an expert and the response was that for the key
derivation case, the order of inputs shouldn't matter, especially if the
iteration count is greater than 1.

So I propose we resolve issue 419 with no change to the profile.
