Kelvin apparently posted the wss11.xsd schema file on 6-Sep-2005, apologies if
this has already been pointed out, but I couldn't find such an announcement.
The schema is available via..

..(and attached, fyi/fwiw).
Note that as-described in the spec in section "2.2 Namespaces"..
This specification is backwardly compatible with version 1.0. This
means that URIs and schema elements defined in 1.0 remain unchanged
and new schema elements and constants are defined using 1.1 namespaces
and URIs.
..and so one will also need the WSSv1.0 schemas in addtion to wss11.xsd.
