I suggest changing "this is an XML requirement..." to "for situations
when the XML-DTD or XML Schema requirements that an element may have
only one attribute of type ID apply."
(The XML requirement only applies when you have a DTD, and the Schema
requirement only applies when you have all the relevant schemas in-hand.)

Hm, since a WSS implementation must understand *both* wsu and xml ID's,
this seems to be more of a profiling than a technical issue. I.e., let
WS-I make that call.
