from my perspective as a former TC co-chair, I certainly would've considerd the 
messages I cited an "actual proposal".

Some folks, me included, think that this -- not unambiguously delineating what 
an STR is allowed to point to -- is an issue (albeit subtle) with the spec, but 
given the (mostly) tacit resistance to addressing it, and lack of visible 
support from other TC members, I'll let it drop.
