Web page updated to point to the WSS 1.1 OASIS standard docs

I have updated the WSS home page [1]
to include pointers to the 1.1 OASIS Standard versions of our documents.
Currently these links point to the documents in our TC document area. Once
OASIS assign the formal (final) URLs , I will update these links one last
time.
