Re: [xacml] List of work items for Initial Discussion at F2F

We put 16 and 17 on the list with the assumption that Frank had
sent e-mail comments clarifying the continuing requirement.
Frank did not actually commented on those two items, so I think
there is no reason to discuss them at the F2F.  Frank is welcome,
of course, to let us know how these two items are still
requirements for 2.0...
