"skeleton attribute - a pointer to the location of the file that contains untranslatable data for the enclosing <file> element."

The <skeleton> element has an href attribute that seem to be having the same function as the file@skeleton attribute. What is the difference. If there is no difference, the skeleton attribute should probably be removed, or alternatively skeleton@href.
